Mekong Plus has chosen to work with small Khmer NGOs, with deep roots in the villages where they operate. Not the ones directed by cadres from far away provinces or Phnom Penh who may leave for a "better job" at any moment.
But the problem is they often lack the technical skills, so Mekong
Plus focuses on developing their capacity: frequent visits to the
villages with them, trainings and meetings every 6 months to improve
their governance, all Mekong Plus partners together, with the support
of VBNK, a Khmer training institution.
The financial support provided by Mekong Plus covers a fraction of the
global budget, approved by the partner's board. Usually the Khmer NGOs
have been used as subcontractors by international organizations,
sometimes with funding covering one month at a time. How then could they
possibly develop their own vision, their own strategy, how to
consolidate their team? With the Mekong Plus at last the board knows
the global budget of the organization, namely the salary of each staff.
At the end of the year Mekong Plus asks for a global audit, covering
all expenses funded by all funders.
