Program development

In Vietnam, good collaboration with official partners is a key factor for a program to be successful. Viêt Nam Plus proceeds carefully, step by step: preparatory visits, participation of all, adaptations in the course of the program.

Program milestones

A Community Development Program conducted by Viêt Nam Plus follows the usual process as follows:

  1. Contact with the local authorities: usually several provinces and districts are visited in detail
  2. The authorities are invited to visit one of the Viêt Nam Plus projects and discuss with the local authorities who have experience with Viêt Nam Plus
  3. Participatory surveys together by the local authorities and Viêt Nam Plus
  4. Program proposal - Signature of the Cooperation Contract
  5. Two-day initial training to all members on Saving-Credit principles
  6. Groups forming - election of group leaders, fixing of the weekly savings of each group
  7. Weekly meetings during 8-12 weeks
  8. First loans from the program
  9. Implementation of Health, Education components - farmers groups etc.

Viêt Nam Plus is registered with the local authorities (permit AU084) for Bình Thuân, Vinh Long and Dông Tháp, delivered by Paccom (under VUFO, the Vietnam Union of Friendhip Organizations). See Permit from PACCOM, September 30th, 2001 (translation from Vietnamese to French, Word document 53 Ko).

Local partners of the programs

The People's Committee of the province or district who are the authority at each level. All programs should be registered and approved by them.

Women Union: local "mass" organization and affiliate member of the Communist Party. Its general mission is the promotion of women and all government programs for women. It is the closest possible partner for Community Development and for programs directed at Children and Women.

Education Department: education is highly controlled by the authorities. Any program should involve the Department of Education.

The Health Department, the Department for Agriculture extension, for Culture etc.
